EXPEDITED PLAN CHECK

Southern California Expedited Plan Check

Research date: October 28, 2026

Geographic scope: San Luis Obispo, Kern, Santa Barbara, Ventura, Los Angeles, Orange, Riverside, San Bernardino, San Diego, and Imperial counties. County programs apply to unincorporated areas unless stated otherwise.

Executive Takeaway

Southern California jurisdictions use several different meanings for “expedited.” The most useful distinction is between paid priority review of a regular building permit application and same-day or short-turnaround review limited to minor projects.

  • 1.5× the normal plan-check fee is the dominant published paid-priority model. Depending on the jurisdiction, this is worded as “150%,” “50% more,” or an “additional 50%.”
  • The clearest published speed terms found are Riverside’s 5- or 10-business-day targets, Santa Clarita’s target of half the standard turnaround, and Los Angeles’s 1–5-business-day counter review for qualifying small projects. San Diego City also offers same-day professional certification for a narrow set of eligible office tenant improvements. San Diego County’s hourly priority-review option does not promise a fixed turnaround.
  • Faster review is not faster approval by guarantee. Corrections, resubmittals, planning, fire, public works, utilities, and other clearances can still control the permit timeline.
  • The tables below separate current verified programs from limited-scope alternatives and older, proposed, consultant-only, secondary-source-only, or conflicting leads. That distinction matters before relying on a fee for budgeting.

How to read the costs: “1.5×” means the total charge is 150% of the ordinary plan-check fee. A “35% surcharge” means 1.35× total. Unless expressly stated, other permit, inspection, planning, fire, technology, utility, and impact fees are not included.

1. Current Paid-Priority Plan-Check Programs

These are the strongest verified matches for a general express, expedited, rapid, or priority plan-review service. A published fee does not necessarily mean every project or discipline is eligible.

2. No-Added-Cost, Limited-Scope, and Alternative Fast Pathways

These options can be valuable, but they should not be mistaken for a universal paid-priority building plan-check program.

Santa Ana — Expanded Over-the-Counter Plan Review

Cost: No separate OTC surcharge is stated on the service page; confirm normal applicable permit and review fees

What it covers and key limits: Plans can be reviewed and permits issued the same day for listed eligible projects. Residential examples include preapproved-plan ADUs, garage-to-ADU conversions, minor remodels, one-story additions up to 500 sq. ft., patios, sheds, pools, demolition, deck repair, windows, and eligible seismic retrofits. Nonresidential examples include minor nonstructural tenant improvements up to 1,000 sq. ft., storefronts, minor partitions, accessibility work, restriping, demolition, like-for-like rooftop equipment, signs, awnings, and trash enclosures. Properties subject to FEMA Flood Zone A/AE requirements and historic properties/districts are excluded. Hours are Monday–Thursday, 8:00 a.m.–2:30 p.m.

Santa Monica — Self-Certification Building Permit Pilot

Cost: One hour of administrative time plus normal inspection costs

What it covers and key limits: Uses a city-precertified licensed professional for eligible nonstructural commercial tenant improvements, with permit issuance promised within five business days or less. The city performs minimal administrative eligibility review; normal inspections remain. Most city plan check is removed. Restaurant tenant improvements can self-certify only Building Code, with other reviews still required. Certain uses and higher-hazard changes are excluded.

Corona — Fire Department expedited plan check only

Cost: 1.5× regular Fire Department plan check

What it covers and key limits: FY 2026 fee line FR-420 supports a Fire Department service. This is not verified as a universal Building Division expedited-review program.

City of San Diego — Rapid Review and Professional Certification

Cost: Rapid Review: no added cost. Professional Certification: confirm ordinary applicable fees

What it covers and key limits: Rapid Review serves minor scopes. Professional Certification can provide same-day permitting for eligible office tenant improvements up to 20,000 sq. ft. using a California-licensed architect or engineer. See the main San Diego entry and city eligibility rules.

City of Los Angeles — Counter and Expanded Counter Plan Check

Cost: Confirm ordinary applicable review and permit fees

What it covers and key limits: A short-turnaround pathway for qualifying small projects, generally 1–5 business days, rather than a blanket promise for all regular plan checks.

3. Proposed, Dated, Consultant-Only, Secondary-Only, or Conflicting Leads

These should not be budgeted as confirmed current applicant-facing services without direct confirmation.

Jurisdiction Reported offering and cost Why it is separated from the current list
Bakersfield Proposed Commercial Expedite Plan Review: $127/hour with a 10-hour minimum, or $1,270 minimum. Proposed Residential Expedite Plan Review: $103/hour with an 8-hour minimum, or $824 minimum. No fixed turnaround stated. The amounts appear in the official proposed FY 2026–27 schedule. Adoption was not confirmed in the sources reviewed.
Norwalk Reported expedited plan check at 1.5× standard plan check. Over-the-counter review is reported at 65% of permit-related plan-review charges, with hourly billing in 15-minute increments. Current secondary fee summary only; the official schedule did not surface in this research. Reported—confirm with the city before budgeting.
Sierra Madre 150% of the plan-check fee, or 1.5× total Official source is the FY 2023–24 schedule. A current secondary guide repeats the rate, but no current official schedule was retrieved.
Montebello 125% of the plan-check fee, or 1.25× total Official 2018 schedule and undated fee-study material; current availability is unconfirmed.
Artesia Consultant contract lists Expedited Plan Review, fixed fee or hourly, at 150% of the standard fee or rate March 2026 council packet for BPR Consulting’s April 2026–June 2029 contract says the consultant provides expedited plan check when requested by the city. This is consultant contract language, not necessarily the applicant-facing charge. Confirm with the city.
Palmdale An expedited plan-check fee is documented, but no current price is assigned here Official FY 2023–24 packet; current cost and availability were not verified.
Long Beach Secondary sources conflict: one says expedited plan check is not currently offered; another reports 2× No official fee line was retrieved. The evidence is insufficient to choose either claim; ask the city directly.

4. County-by-County Coverage

County Result of the public-source review
Los Angeles Current programs verified in Los Angeles City, Santa Clarita, and Santa Monica. Additional dated, secondary-only, consultant-only, or conflicting leads are listed for Norwalk, Sierra Madre, Montebello, Artesia, Palmdale, and Long Beach. No current general countywide program was verified for unincorporated Los Angeles County.
Orange Current programs verified in Yorba Linda and Laguna Woods; expanded OTC review verified in Santa Ana. No current general countywide program was verified for unincorporated Orange County.
Riverside Current programs verified in Riverside City and Moreno Valley; a Fire Department-only program verified in Corona. No current general countywide program was verified for unincorporated Riverside County.
San Bernardino San Bernardino County publishes an expedited-review multiplier for unincorporated areas, subject to the FY 2025–26 schedule-vintage caveat above.
San Diego Current programs verified in San Diego City, San Diego County, and Escondido.
Ventura Current programs verified in Ventura City and Ventura County, with the county-source vintage and confirmation caveat above.
Kern No current general countywide program verified. Bakersfield has proposed expedited hourly fees, but adoption was not confirmed.
San Luis Obispo No current general countywide expedited plan-check program was verified in the public sources searched.
Santa Barbara No current general countywide expedited plan-check program was verified in the public sources searched.
Imperial No current general countywide expedited plan-check program was verified in the public sources searched.

No current general program was verified in the public sources searched for major cities including Pasadena, Anaheim, Irvine, Newport Beach, Huntington Beach, Costa Mesa, Fullerton, Ontario, Rancho Cucamonga, Fontana, Oxnard, Thousand Oaks, Simi Valley, El Centro, Chula Vista, Oceanside, Carlsbad, Temecula, Murrieta, Burbank, Glendale, Culver City, and West Hollywood.

Coverage limitation: “Not verified in the public sources searched” is not proof that a service does not exist. Smaller jurisdictions, consultant-operated building departments, individual disciplines, and project-specific arrangements may not publish a clearly indexed program page. Solar-only statutory expediting was not treated as a general plan-check service.

5. Cost Comparison Example

For a hypothetical $2,000 ordinary plan-check fee:

Published pricing structure Expedited plan-check cost
1.5× total / 150% / additional 50% $3,000
35% surcharge / 1.35× total $2,700
125% of standard / 1.25× total $2,500
San Diego City Express: 1.5× + $793.95 administration fee $3,793.95

Hourly programs require a reviewer estimate or quote. For example, Bakersfield’s proposed minimums would be $1,270 for commercial and $824 for residential expedited review, but those amounts should not be treated as adopted current charges without city confirmation.

6. What to Confirm Before Paying for Expedited Review

  1. Project eligibility: Ask whether the project type, valuation, occupancy, square footage, and scope qualify. Confirm whether the request must be made at initial submittal.
  2. Exact price basis: Clarify whether “150%” is the total charge or an added surcharge, and whether the multiplier applies to building plan check only or to every participating discipline.
  3. Included rechecks: Ask how many review cycles are included and the hourly rate for additional reviews.
  4. Participating departments: Determine whether planning, fire, public works, utilities, health, and other reviewers participate or remain on standard timelines.
  5. Current turnaround and availability: Ask for the current first-review and recheck targets, whether the clock pauses during applicant corrections, and whether staff or consultant capacity is available now.
  6. Refund and cancellation terms: Confirm what happens if the city cannot meet the target, the project is withdrawn, or scope changes.
  7. Separate charges: Identify planning, fire, public-works, utility, technology, inspection, permit-issuance, and impact fees that remain outside the expedited charge.
  8. Approval conditions: Treat the purchased service as faster review—not guaranteed approval, a waiver of code compliance, or a guaranteed permit-issuance date.

Practical Shortlist

  • Best-published fixed speed targets: Riverside, for eligible tiers and available staff; Los Angeles counter review for qualifying small projects; San Diego Professional Certification for its narrow eligible office-TI scope.
  • Most common predictable multiplier: Los Angeles, Santa Clarita, San Diego City, Yorba Linda, San Bernardino County, Ventura City, and Escondido all use a form of 1.5×, although San Diego City adds its administration fee and program terms differ.
  • Lower published multiplier: Ventura County at 1.35×, subject to current confirmation; Laguna Woods residential remodels at 1.25×.
  • Hourly quote needed: San Diego County, Riverside, Moreno Valley, and—only if its proposed schedule is confirmed—Bakersfield.
